Wisconsin ( America ) is considering two parallel bills aimed at tightening the regulation of cryptocurrency ATMs to prevent fraud. The bills require operators to have a money transmission license, collect personal information and government-issued identification, take photos, verify identification for each transaction, and limit users to a maximum of 1,000 USD per day. ATMs must display clear fraud warnings, and transaction fees are capped at 5 USD or 3% of the transaction value ( at a higher level ). Operators must refund money if a transaction is confirmed to be fraudulent within 30 days. The FinCEN agency warns that cryptocurrency ATMs are being exploited by criminals for fraud, money laundering, and drug trafficking, particularly targeting the elderly. New Zealand and the UK have also recently implemented strict measures, even banning this type altogether.
